This is Ashiya's Hassaku Festival, which has been designated as an Intangible Folk Cultural Asset by the prefecture.

Hassaku refers to August 1st based on the old lunar calendar. At the houses of children experiencing their first Hassaku, the child's growth is prayed for, various items are made and distributed around the neighborhood.

These days it takes place on September 1st and 2nd and it has been pre-designated as an Intangible Folk Cultural Asset by Japan.
