This is the Fukae River Festival in Itoshima City, which has been designated as an Intangible Folk Cultural Asset by the prefecture.

The River Festival features altars with 33 feet high bamboo stalks on the beach and near the rivers of Fukae. It is dedicated to the safety of the region. Children feature prominently in the festival and it occurs in 13 different places, all concentrated around Fukae Beach.
